The National Federation of Independent Business (NFIB) has voiced robust support for the Right to Equitable and Professional Auto Industry Repair (REPAIR) Act, a bipartisan initiative introduced by Rep. Neal Dunn. This legislation aims to dismantle the barriers that currently restrict independent auto repair shops from accessing essential tools, software, and repair manuals, which are predominantly available to manufacturers and authorized service centers.
In a communication directed to Rep. Dunn, NFIB emphasized that it represents around 300,000 small and independent businesses nationwide. As vehicles increasingly embrace advanced technology, many independent repair shops face challenges in obtaining the necessary data to perform even the most basic repairs.
The REPAIR Act proposes to guarantee independent repair shops access to critical vehicle repair data, thereby enabling them to continue serving their communities effectively. NFIB highlighted that an overwhelming 89% of its members back the right for customers and repair shops to access crucial information from manufacturers.
While a current right-to-repair agreement exists among automotive groups, NFIB criticized it for lacking accountability. The agreement fails to provide recourse when automakers delay or refuse access to vital vehicle data, creating unnecessary hurdles for independent repair shops.
Data from the Alliance for Automotive Innovation reveals that independent repair shops conduct over 70% of aftermarket vehicle repairs. NFIB warns that without assured access to repair data, small businesses—especially in rural areas—will encounter significant obstacles. Consumers may face increased costs and lose valuable time if they cannot rely on local repair services.
NFIB highlighted the indispensable role of independent repair shops in local economies, particularly in rural regions where they might be the sole provider of maintenance services. These shops deliver vital, cost-effective services that benefit their communities.
