Sh970 milioni zitatengwa kusaidia wenye ulemavu.

Unguja. Serikali ya Mapinduzi ya Zanzibar (SMZ) imeainisha matumizi ya Sh970.810 milioni katika kipindi cha miaka mitatu kwa ajili ya kusaidia watu wenye ulemavu, ikiwa ni pamoja na ununuzi wa vifaa vya msaada kulingana na mahitaji yao.

Hatua hii inatarajiwa kuwapa fursa ya kushiriki ipasavyo katika shughuli za kijamii, kielimu, na kiuchumi.

Hayo yameelezwa katika mkutano wa 19 wa Baraza la Wawakilishi na Waziri wa Ofisi ya Makamu wa Kwanza wa Rais, Harusi Said Suleiman.

Serikali imeanzisha mfuko wa maendeleo ili kutambua na kusaidia changamoto zinazowakabili watu wenye ulemavu. Kwenye mwaka wa fedha 2025/26, mfuko huo umepangiwa Sh490.810 milioni, ikilinganishwa na Sh280 milioni mwaka 2024/25, na Sh200 milioni mwaka 2023/24.

Waziri alisema kwamba kuna mikakati ya kukuza ushirikiano kwa kuvutia taasisi na wadau kutoa vifaa vya msaada kwa watu wenye ulemavu.

Kati ya mwaka 2023 na 2024, vifaa vya msaada 1,277 vyenye thamani ya Sh443.9 milioni vimetolewa Unguja na Pemba.

Ofisi ya Makamu wa Kwanza wa Rais inafanya tathmini ya mara kwa mara kupitia Baraza la Taifa la Watu wenye Ulemavu ili kubaini mahitaji ya vifaa vya msaada, kuhakikisha upatikanaji na ugawaji wake unafanyika kwa ufanisi.

Katika mkutano huo, Waziri alijibu swali kuhusu mikakati ya Serikali kuhakikisha kuwa watu wenye ulemavu wanapata vifaa vya msaada na bajeti inayotengwa kwa ajili yake.

Katika taarifa nyingine, Sh279.260 bilioni zimewekezwa katika miradi kupitia Mfuko wa Hifadhi ya Jamii Zanzibar (ZSSF) kuanzia mwaka 1998.

Naibu Waziri wa Fedha na Mipango, Juma Makungu Juma, alifafanua kuhusu kiwango hiki katika mkutano wa Baraza la Wawakilishi.

Makungu alieleza kuwa uwekezaji huu umehusisha miradi ya majengo, makazi, viwanja vya michezo ya watoto, na miundombinu tofauti.

Faida iliyopatikana tangu kuanzishwa kwa uwekezaji huo hadi mwaka 2023/24 inakadiriwa kuwa Sh88.809 bilioni.

Amesema miradi hiyo imesaidia kuunda ajira na kuchochea ukuaji wa uchumi wa Zanzibar, huku mfuko ukiwa umeweza kulipa mafao mbalimbali kwa wakati.

Naibu Waziri alifafanua kuwa, licha ya changamoto za kibiashara zinazotokana na mabadiliko ya kiuchumi duniani, ZSSF haitafanya hasara katika uendeshaji wake. Hata hivyo, changamoto hizo zinaweza kusababisha faida kuwa chini ya matarajio.
