The Railway Board (RB) has announced the approval of a scheme for the ‘re-engagement’ of retired railway officers as ‘consultants’ to fill vacant posts within both junior and senior categories across the country. This decision comes as zonal railways face increasing challenges due to a shortage of gazetted officers.
In a recent circular, the RB indicated that retired railway officers aged up to 65 years will be eligible for re-appointment, with contracts extending until December 31, 2026. The initiative aims to leverage the expertise of these retired personnel to address operational shortcomings.
Responsibilities of Consultants
Under this plan, the re-engaged consultants will be tasked with responsibilities such as inspections, supervision, and drawing, but they will not hold independent charge or serve as heads of units. These consultants will lack financial authority and will not be permitted to issue safety certificates.
The selected consultant officers will receive a monthly remuneration calculated by deducting their basic pension from their last drawn salary. Importantly, no annual increments, percentage increases, or Dearness Allowance (DA) will be provided during the contract duration.
The qualifications of candidates eligible for consultancy roles will be publicly listed, with selection based on their past performance, medical fitness, and evaluation by a three-member panel designated by the relevant General Manager.
Duration and Terms of Engagement
Initial engagement will last one year, with potential extensions based on need; however, no consultancy can extend beyond December 31, 2026. This role will not be regarded as ‘re-employment’ in any form.
Additionally, re-engaged consultants will not receive house rent allowance or housing accommodations. Instead, transport allowances will be available for commuting between home and work, along with travel allowances for official duties.
Consultants will also be required to sign a confidentiality agreement, ensuring they do not disclose any sensitive organizational information obtained during their tenure. Discharge from the consultancy could occur immediately upon the hiring of candidates through the UPSC or departmental selection, as per the recommendations of department heads.
