Call for Individual Consultant to Develop Legal Framework for Reclaimed Wastewater Utilization

The Government of Mongolia, in partnership with the Millennium Challenge Corporation (MCC), has initiated a groundbreaking project aimed at poverty reduction and economic growth through a significant investment of approximately $350 million. This collaborative effort intends to enhance access to water and sanitation, addressing critical constraints to economic development.
This project includes a comprehensive water supply initiative targeting Ulaanbaatar, focusing on three main activities:
- Downstream Wells Activity: Construction of new groundwater wells, transmission lines, reservoirs, and an advanced water purification plant (AWPP).
- Wastewater Recycling Activity: Development of a new wastewater recycling plant and pipelines to provide high-quality treated wastewater for industrial use, thus conserving freshwater for residential needs.
- Water Sector Sustainability Activity: Implementation of policy reforms, capacity building, and technical assistance to ensure the long-term sustainability of Ulaanbaatar’s water supply.
MCA-Mongolia is currently seeking qualified individual consultants to assist in the creation of a robust legal and regulatory framework for reclaimed wastewater use under the Wastewater Recycling Activity.
Prospective consultants are invited to review the Terms of Reference, Qualification Requirements, and Application Submission guidelines included in the Request for Applications (RFA) document. Note that firms are not eligible for this procurement.
Selection of the consultant will adhere to the MCC Accountable Entity Procurement Policy & Guidelines. Interested consultants can register and request the complete RFA by emailing their request to the designated Procurement Agent.
All clarification requests must be submitted by May 23, 2025, at 2:00 PM Ulaanbaatar Time. MCA-Mongolia will issue a consolidated Q&A document by May 26, 2025, at 5:00 PM Ulaanbaatar Time.
Applications should specify the assignment name and be submitted electronically by May 30, 2025, at 3:00 PM local time in Ulaanbaatar. Late submissions will not be considered.
