ALBANY, N.Y. — New York has enacted a significant new law mandating state government agencies to conduct thorough assessments and publish reports detailing their use of artificial intelligence software. This legislation, recently signed by Governor Kathy Hochul, reflects a growing commitment to transparency in the application of advanced technologies within government operations.
Under the new regulations, state agencies are required to evaluate any software employing algorithms, computational models, or AI techniques. These evaluations must be submitted to the governor and top legislative officials and made publicly available online.
The law introduces limitations on the use of AI in critical areas. For example, it prohibits automated decisions regarding unemployment benefits or child care assistance unless human oversight is consistently applied.
Additionally, the legislation protects state employees by ensuring that their working hours or job responsibilities cannot be adversely affected by the integration of AI technologies.
The bill’s sponsor, State Senator Kristen Gonzalez, emphasized its significance as a foundational measure for establishing necessary safeguards in the deployment of artificial intelligence in state government. This law represents a proactive approach to managing the implications of emerging technologies in the public sector.
