Seina Saito answered back for Japan with a try in the 28th minute, but Scotland maintained a 12-5 advantage at halftime thanks to Alex Stewart’s try just before the break.
Ayasa Otsuka added a penalty for Japan in the 57th minute, but Scotland asserted control when Rhona Lloyd crossed the try line six minutes later, with Meryl Smith adding the conversion.
Japan’s captain Iroha Nagata narrowed the gap with a try 14 minutes before the final whistle, but Scotland held firm to secure the victory.
