The Acting Governor of Katsina State, Faruk Umar, has taken significant steps to address growing concerns regarding the actions of the Hisbah Board. On Tuesday, he inaugurated a committee to thoroughly investigate a viral video that allegedly depicts the torture of individuals by Hisbah personnel.
Residents of Katsina State have recently criticized the Hisbah Board for actions perceived as anti-social and violations of personal rights. Investigative reports have detailed a disturbing incident that occurred on May 5, 2024, during a wedding ceremony in Katsina metropolis. A joint operation between Hisbah and the Community Watch Corps escalated into violence, where security forces reportedly fired shots into the crowd, leading to the tragic death of Mallam Gambo Maipaci, a local vulcanizer.
An eyewitness recounts the harrowing events, stating that the Hisbah and Community Watch Corps arrived at the scene and began firing indiscriminately, causing panic among attendees. The eyewitness noted that a bullet struck Mallam Gambo, who was swiftly taken to a hospital but unfortunately succumbed to his injuries. This incident reflects a broader pattern of alleged rights violations attributed to Hisbah since its establishment under the former administration.
During the inauguration of the investigative committee, the Secretary to the Katsina State Government, Abdullahi Faskari, outlined the committee’s objectives. These include verifying the authenticity of the viral video, examining other allegations of victimization and torture, analyzing the legal framework establishing the Hisbah Board for potential shortcomings, identifying personnel involved in misconduct, and recommending appropriate sanctions.
The committee, chaired by the Commissioner of Youth and Sports Development, Aliyu Zakari, comprises Permanent Secretaries from various ministries, including Religious Affairs, Justice, and Internal Security. The panel is expected to deliver its findings within ten days, addressing the serious issues raised by the community and seeking to restore public trust.
