BRUSSELS, Belgium – The European Commission’s recent proposal for a new legal framework focusing on migrant returns has been welcomed by the International Organization for Migration (IOM), highlighting the importance of implementing an effective and fair system.
The proposal emphasizes voluntary returns and reintegration, advocating for a balanced and humane approach to migration governance.
Efficient return systems are vital for upholding the integrity of migration and asylum policies, supporting states’ rights to regulate migration. These systems also safeguard the dignity of migrants wishing to return voluntarily.
While acknowledging the complexities of managing returns, IOM urges the EU to ensure that return processes are conducted humanely. Effective return policies must prioritize not only the physical act of return but also provide returnees with opportunities to rebuild their lives and reintegrate sustainably into their communities. Initiatives aimed at reintegration can be linked to local development projects that tackle the root causes of irregular migration.
Successful implementation of the proposed legal framework will rely on collaboration among the European Commission, EU member states, EU agencies, third countries, and international partners. Strengthening national return mechanisms, enhancing EU-wide coordination, and promoting ownership of reintegration efforts in third countries will be essential for a comprehensive approach.
The proposal also supports external solutions through the establishment of return hubs. IOM stands ready to assist states in creating innovative return policies that align with European and international law.
In addition, IOM director-general Amy Pope recently visited Guatemala to reaffirm the organization’s dedication to supporting individuals in crisis by providing vital humanitarian assistance and promoting sustainable solutions for returning migrants.
During her visit, DG Pope engaged in discussions with Guatemalan president Bernardo Arévalo and vice-president Karin Herrera about migration management, fostering regional cooperation, and supporting Guatemalan returnees in accordance with the National Return Home Plan. These conversations underscored the necessity of coordinated efforts to address migration challenges and ensure that returning migrants receive the dignified support they need.
“More people are returning home, often in incredibly challenging conditions,” stated DG Pope. “IOM is dedicated to making returns safe and dignified while reinforcing the conditions that enable individuals to build a future in their home countries. Our collaboration with the Guatemalan government and other partners is essential to transform returning home into a meaningful new beginning.”
The recent surge in southbound migration has seen 65% of migrants recorded on irregular routes in Guatemala heading south, with many facing dire circumstances requiring urgent humanitarian assistance and reintegration support. IOM’s Assisted Voluntary Return programs are crucial in facilitating safe returns from key transit points and addressing evolving migration routes.
Through partnerships with governments, donors, and the private sector, IOM remains committed to addressing the immediate needs of migrants while advancing long-term solutions to the root causes of migration and fostering stability.
